OPC is a public governmental agency providing Mental Health,
Developmental Disabilities, and Substance Abuse Treatment Services
to the citizens of Orange, Person, and Chatham counties in North
Carolina. Services are provided to people of all ages.
OPC operates a twenty-four hour a day crisis line that assists in
providing access to needed services. OPC's own comprehensive
services are augmented by private providers allied with OPC.
The Business Need

Replace multiple brands of outdated and
functionally limited phone systems with a standardized solution
across eight locations in three counties. |

Implement a Mental Health Crisis Line
with a unique requirement that a therapist answer every call while
the group also functioned as a call center with the ability to queue
non-crisis calls. |
The Global Solution

Interviewed management and staff at all
eight locations to assess their functional requirements. |

Recognized an opportunity to take
advantage of a planned wide-area data network between the locations
to also network the telephone systems. The transferring of
crisis calls over this network would require extremely high
reliability and voice quality. |

Prepared and distributed a Request for
Proposal to multiple vendors under governmental agency bidding
rules. Evaluated the responses and made a recommendation to the
Board of Directors. |

Created a standardized system design
and implemented Norstar telephone systems at the administrative
headquarters and four clinics and three learning centers. |

Designed the Wide-area voice-data
network serving multiple locations spanning three counties.
This system allowed four-digit dialing and the transfer of calls
between the clinics, administrative headquarters, and the Mental
Health Crisis Line. |

Arranged for the Mental Health Crisis
Line to be displayed on the inside front cover Emergency Numbers
page of the phone books distributed to the counties served by OPC
Area Mental Health Program. |

Identified and recovered over
$100,000 of vendor over-billings. |
